Ingredients:

* 1/2 teaspoon black pepper
* 2 tablespoons all-purpose flour
* 2 tablespoons butter

Instructions:

1. Press the "Saute" button on the Instant Pot and melt the butter. Add the chopped onion and cook until softened, about 5 minutes.
2. Add the garlic, carrots, celery, and red bell pepper to the pot. Cook until the vegetables are tender, about 5 minutes.
3. Add the beef stew meat to the pot and cook until browned on all sides, about 5 minutes.
