Instructions:

1. Press the "Saute" button on the Instant Pot and heat the olive oil until shimmering. Sear the roast beef on both sides until browned, about 2-3 minutes per side. Remove the roast from the Instant Pot and set aside.
2. Add the brown sugar, salt, black pepper, paprika, garlic powder, and onion powder to the Instant Pot. Cook for 1 minute, stirring constantly.
3. Add the beef broth, water, and cornstarch to the Instant Pot. Stir to combine and cook for 1 minute.
4. Return the roast beef to the Instant Pot and make sure it's submerged in the liquid. Close the lid and set the valve to "Sealing".
5. Press the "Meat/Stew" button or "Manual" mode and set the cooking time to 90 minutes at high pressure. When the timer goes off, allow the pressure to release naturally for 10 minutes, then quick-release any remaining pressure.
