Ingredients:

* 3-4 pound beef round tip roast
* 2 tablespoons olive oil
* 1 onion, sliced
* 3 cloves garlic, minced
* 1 cup beef broth
* 1 cup red wine (optional)
* 1 tablespoon tomato paste
* 1 teaspoon dried thyme
* 1 teaspoon dried rosemary
* 1 bay leaf
* Salt and pepper, to taste
* 2 carrots, peeled and chopped (optional)
* 2 potatoes, peeled and chopped (optional)

Instructions:

1. Press the "Saute" button on the Instant Pot and heat the olive oil until shimmering.
2. Sear the beef round tip roast on both sides until browned, about 2-3 minutes per side. Remove the roast from the Instant Pot and set it aside.
3. Add the sliced onion to the Instant Pot and cook until caramelized, stirring occasionally, about 5-7 minutes.
